Where can I find an audio editor to add text to speech voice?

This editor does provide TTS function http://www.mp3-editor.net/mp3editing-software.html Input the audio file you need, click "File - Text to Speech". You can enter whatever you wanna say and click synthesize speech and it will be added. You can also do some other editing work.
